Refugee Support Program Manager
Description
Since 2016, the Tenth Refugee Support (RS) Ministry has grown into a community that builds intentional, enduring relationships with refugee claimants. Rooted in Christ’s love, Tenth Church welcomes refugee claimants into friendship, housing, and a community of hope.
We are seeking a Refugee Support Program Manager to provide leadership and oversight for the Refugee Support Ministry, with a primary focus on housing and community life. This role ensures effective, high-quality program delivery and works collaboratively with staff, volunteers, and partners to support refugee claimants in their settlement journey and integration into community.

HOW YOU WILL CONTRIBUTE:
Housing Program (50%)
- Lead and manage the RS Housing Program, including intake, ongoing support, and program exits for Housing Participants
- Provide oversight and support to the RS Coordinator, who meets regularly with participants and provides settlement support
- Manage RS housing properties, including cleaning, maintenance, utilities, and internet services
- Coordinate furniture and household donations and organize moving support with volunteer teams
- Manage partnerships with Journey Home and housing providers
- Build and maintain external relationships with settlement agencies, housing providers, and sector networks; attend sector meetings (e.g., MAP)
Community Life (20%)
- Organize and support regular community gatherings and meals (e.g., Christmas dinner, Community Connect events)
- Facilitate Tenth’s involvement in the annual Newcomers Camp on Thetis Island (Pioneer Pacific)
- Discern emerging settlement needs within the broader newcomer community and implement responses as appropriate
Volunteer Management (15%)
- Oversee volunteer recruitment, application, and onboarding, supporting volunteer coordinators as needed
- Meet quarterly with the Volunteer Leadership Team to consult on ministry-wide priorities and challenges
- Lead volunteer training, including the basic training course and housing module
- Support active volunteers through relationship-building, clear communication, reimbursements, mileage claims, and social gatherings
Other (15%)
- Implement and maintain RS program policies, procedures, and standards to ensure effective, consistent, and high-quality program delivery
- Create and manage the annual RS budget; track giving and expenses
- Lead efforts to spotlight the ministry (e.g., Refugee Friendship Month, “Friends of Refugee Support” newsletter)
- Organize special events such as training or advocacy opportunities
- Collaborate across Tenth sites and ministries
- Participate in Missions Team meetings, staff meetings, training, and retreats as required
WHAT YOU BRING:
- 5+ years’ experience working with refugees or vulnerable populations, or equivalent education and experience; settlement experience is an asset
- Proven experience in program/project management and volunteer leadership in non-profit, community, or human services context
- Strong communication, organizational, and administrative skills; ability to build trust with people from diverse cultural, social, and spiritual backgrounds, including those with limited or no English proficiency
- Cultural humility and strong awareness of trauma, power dynamics, and systemic inequities; ability to maintain healthy boundaries and confidentiality
- Ability to work independently with integrity, accountability, and sound judgment
- Competency in budgeting and financial management; proficiency with Google Workspace and Microsoft Office
- Mature Christian faith aligned with Tenth Church’s Statement of Faith, with a desire for mutual spiritual growth
- Compassionate, humble, teachable, and development-oriented, with strong relational and problem-solving skills
- Collaborative team player who can navigate conflict and adapt to a multi-ethnic, multi-generational, and multi-site church environment
- Legal entitlement to work in Canada, ability to obtain a Criminal Record Check with vulnerable sector search, and valid BC driver’s license with daily access to a personal vehicle
This is a full-time position that works 35 hours per week. Salary is commensurate with experience; the salary range for this position is $49,100 - $54,600 per annum.
